Essentially, it would prevent the CHRC (ironically, the subject of at least one major RCMP investigations over their tactics) from being used by the likes of Warman as a way to censor opinions he happens not to agree with.
In layman’s terms, it would cut his pathetic little balls off and force him to get a new hobby.
