Cost is a factor. And if you've never experienced an SKS going full-auto with those soft civilian primers, you've missed something. Sure, domestic production would kick in...after the 500% increase in ammo prices.

.223, .308, 9mm, etc., are used by the US military. There will always be *some* of it available. They can ban everything else if they feel like it but they have to feed the military and police weapons.
