Mini skirts are an indecent way of dressing, according to Uganda’s ethics and integrity minister Nsaba Buturo.
Wearing a miniskirt should be regarded as “indecent”, which would be punishable under Ugandan law, Mr Buturo said.

I have to admit, I see many women in miniskirts who should be arrested for wearing one. Same goes for spandex! I have not been to Uganda, but maybe they have the same problem there...
