I think that presenting a forged “state” document as legitimate (like a birth certificate) is an illegal act in most states.
I’ve been in the bowels of a few Registers of Deeds... it shouldn’t be all that difficult for someone living in the jurisdiction he claims to be from to check. Even if the original doc has been put aside to discourage snoopers, something about it should be included in the county’s indexing system, not to mention printed in the newspaper of record.

It's simple. All you have to do is be a certain person and you can get your own BC for $10.
If you aren't that person, or a close blood relative, laws put in place to protect privacy and prevent identity theft make it virtually impossible.
Anyone who has a wherewithal to make a fairly good copy of a legitimate BC can print off a credible piece of newsprint. One low resolution image of what is said to be a birth announcement has been produced. The address given is questionable. It doesn't track with anything else.
