I like to shop at Ann Taylor and their sale rack always has that problem. The sales staff says the size 10 and 12 stuff sells fastest, so I asked them why they don't get more of those sizes and fewer size 2 or 16 stuff. They told me they have no control over what stock they get; corporate just sends it.
