Strictly my opinion, but I think that the Rovian folks think that a Hilliary candidacy will wash away the bitterness remaining from the Shamnesty and Big Govt Conservatism that we have witnessed the last 3 years or so.
As far as a “shadow RNC” it is an interesting thought, but republicans (us) tend to like order in things, and a Deaniac type mirror of the RNC seems like a longshot.
I do notice that Newt has been blasting off on the current crop of candidates, but he has been silent about Mel Martinez.

the "old RNC" actually fired all of its phone solicitors ( link3 ) showing how absolutely divorced from reality they, the RNC, are.
The GOP has been gradually divorcing themselves from Conservatives in the party for years by replacing Conservative core principles with Socialism and thereby aligning itself with the Socialist Democrats. This country has essentially a one party system.
At a rapid clip now, the GOP candidates and their staff's and advisors, especially, are realizing that the President, K. Rove, Mel Martinez - "the wrecking crew" are absolutely trashing "our" GOP and ruining our chances for 2008 over this insane McCain/Kennedy/Bush immigration bill.
President Bush has been trashing the country by working with flaming Socialist Teddy Kennedy to grant amnesty to illegal aliens and not enforce our existing immigration laws.
Some sort of "Shadow RNC" is (or needs to) evolve complete with a Shadow RNC Chair
Conservatives in the GOP need to wake and accept the fact the only what their principles can be represented is by leaving the Republican party and uniting with the large number of unaffiliated Conservatives in order to restore the two party system.

I saw pollster Frank Luntz on the news this morning with a small group of voters. Luntz asked the youngest voter (a 22 year old male) what he saw as most important to him in the next presidential election.
The guy didn’t mention any candidates by name but he did run down a list of issues that fit Duncan Hunter’s position to a T.
