Perhaps if they were exhumed we might find that their DNA nowhere matches the survivor’s DNA, although I doubt that is the reason why they won’t allow the exhumation.
The Jordanian passports might prove who they really were as well.

It appears that NCIS did not try to determine who these men were. They took the word of the Iraqi witnesses (women and teen) and didn’t follow up to see if it was accurate. The IO noted it and basically said it weakened the Iraqi witness testimony even further because this info wasn’t verified.
But, hey, the Ahmed family is $10,000 richer today [or whatever they received after the lawyer took his cut].
