It appears that NCIS did not try to determine who these men were. They took the word of the Iraqi witnesses (women and teen) and didn’t follow up to see if it was accurate. The IO noted it and basically said it weakened the Iraqi witness testimony even further because this info wasn’t verified.
But, hey, the Ahmed family is $10,000 richer today [or whatever they received after the lawyer took his cut].
It's the Iraqi's version of Publishers 'Clearing House'. The Marines will lawfully clear the house and the NCIS will make sure it gets published.
