You know, you have a quite unrealistic expectation of how the legislative and executive branches work together.
President Bush gave the Republicans a target on their budget, which they stayed within every year. Within those budgets, however, the allocation was decided (after broad guidelines had been met) at the discretion of the House.
Exactly how long do you think a President could gain cooperation from members of his own party if he vetoed their bills?

Miss Marple, I was told in person by the President of the United States at his campaign stop in West Chester Ohio that he was a Fiscal Conservative, but I'm unrealistic to listen to a campaign speech.

Facts just get in the way of the I Told You So's, the My Way or the Highway's.
Spite is an ugly characteristic in any circumstances. In this case, the betrayal of the President, the troops and our allies is simply unforgivable.
