Okay - I was just clarifying.

What degree of threat? Long-term strategic or short-term imminent would be required? I can safely put Afghanistan in short-term imminent threat and maybe Grenada in long-term (although not sure how much since Cuba hasn't brought about a land invasion yet). Not being offensive - just clarifying your statement.

I believe Kosovo was a threat to the stability of NATO and our surrounding allies. Was it a threat to the US itself? No.

Ok, start naming the countries that a civil war within Serbia would threaten? The only threat at that time in history would have been all the people of the US demanding Clinton resign because of all the front page stories on the WPost, WTimes and the NYTs about China getting our nuclear and missile technology from the US. Thankfully to KosovO, KosovO took the headlines off these papers.

B2 bombers should not be used to bomb innocent civilian populations (Belgrade) if there is no threat to the US.
