Not really. Our sun orbits the center of the Milky Way galaxy in approximately 250 million years, which may seem slow, but it means that we've got an orbital velocity of about 440,000 MPH... hardly "slow."

and b) fits his idea that he's the center of the universe.

Now that I can agree with. But the fact remains that using "galactically" as a modifier to "slow" is galactically stupid.
