The word "amnesty" does not appear in any immigration law.

That is the way "Doublethink-Doublespeak" Bush gets away with saying of his current proposal of "pathway to citizenshiup" and "guest worker program," "This is not an amnesty."

Here is an incomplete list of de facto amnesties granted by the U.S. Government to illegal aliens (under various cognomens). Each and every one of the major ones was accompanied by a Governmental promise to "crack down" and make future amnesties unnecessary.

1924 (blanket amnesty to all illegal aliens in U.S.)

1934

1948

1952 (blanket amnesty to all illegal aliens in the U.S.)

1986 (blanket amnesty to all illegal aliens)

2000 [Second renewal of 245(i)]

The Act of 1952 included a perpetual amnesty under which thousands of illegal aliens under deporation procedures have gained "amnesty" every year since then. It is 8 USC 1251(a)(2) and often called "suspension of deportation." If such suspension is granted by an immigration judge, they are given permanent residence.

This list does not include "Private Bills" by individual Congresspersons. In 1986 Private Bills had begun to take up most of Congress' time and was their primary motive for passing "IRCA." Private Bills continue to be a frequent "amnesty" for illegal aliens. You can read about many of the above "amnesties" under 8 CFR 101.1 or go to:

The "amnesty" of 2000 was sponsored by former Texas Congressman, Dick Armey. He made a special trip to Mexico to mollify President Fox, then upon returning to the U.S., went straight to Capitol Hill (at about 3:00 a.m.) where a quorum passed a (second) renewal of 245(i). 245(i) was the law by which relatives of aliens granted amnesty under the Immigration Reform and Control Act of 1986, gained admission to the U.S. as permanent residents. They had not "fallen through the cracks." The alien berneficiaries, mostly men, failed to mention them when they acquired their own "amnesty." If they had, most would have not qualified for amnesty because the wages earned by the aliens were not enough to qualify them (and their extended families) for the necessary "financial solvency" required by IRCA of 1986. 245(i) was extended twice to take care of these "oversights." Solvency formulas were based upon salary in proportion to family size. After the principal (through lying) got his residence, his "relatives" started coming out of the woodwork. Some of their children were not even born when the principal beneficiary got his "amnesty."

Most former border patrolmen (like myself) have long believed in the conspiracy to socialize America through elimination of the middle class --whick will eventually be taxed out of existence to support new, illiterate immigrants.

News to Bush: Abdicating U.S. laws to placate illegal aliens is amnesty. Saying it isn't doesn't make it so. The GOP will be politically hurt by this because you have alienated the plain-speaking folks who got you into office.
