What's the word for someone who hides behind children and targets innocent civilians?
There is a slight moral difference between collateral damage and intentional targeting. Terrorists deliberately expose children and innocents to collateral damage, using them as unwitting human shields. If we could just kill terrorists, we'd be a lot happier and sleep a lot easier. Terrorists on the other hand want to expand their attacks to include more innocents.
