Russia, Iran reach partial agreement on uranium enrichment.

TEHRAN, January 28 (RIA Novosti) - Russia and Iran have reached agreement on certain points of Russia's proposal to form a joint venture to enrich uranium on Russian territory for Iran's nuclear energy program, the Iranian foreign minister said Saturday.

"Russia's plan is at a stage of serious consideration, and negotiations on it are ongoing. Agreement between Tehran and Moscow has already been reached on certain points of Russia's proposals, in particular on increasing the number of participants in the project," Manouchehr Mottaki said.

The countries have not yet discussed proposals on the location of the uranium enrichment program.

The Iranian foreign minister said there was no reason to refer Iran's nuclear file to the UN Security Council.

"If at the upcoming meeting of the IAEA heads a decision is reached on referring Iran's nuclear file to the UN Security Council, the government of the Islamic Republic, in accordance with a parliamentary resolution, will be forced to end its voluntary cooperation with the IAEA," Mottaki said.

Russia, which is building an $800-million power plant in Iran, has defended the country's right to nuclear energy, but expressed its "disappointment" with Tehran's decision earlier in January to end a two-year moratorium on nuclear research and resume activity at its nuclear facilities.

Some countries, led by the U.S., suspect Tehran of pursuing a secret weapons program and have been pushing the referral of the Iranian nuclear file to the UN Security Council, which has the power to impose sanctions on the Islamic Republic if it is found to have been in breach of its international commitments. Iran has consistently stated that it only wants nuclear energy for peaceful purposes.

In a move seen as compromise to diffuse tensions around the situation, Moscow has offered to conduct uranium enrichment for Iran on Russian territory, a proposal which Ali Larijani, the secretary of the Iranian Supreme National Security Council, has welcomed.

Let's not be hasty. Maybe we can have a reciprocal agreement permitting the United States and Israel to conduct nuclear weapons "tests" on Iranian soil. Say on their military and other governmental facilities. I would not be opposed to that.

Were I a Western policy elite I would welcome it too. To transport radioactive materials across frontiers opens up many possibilities for monitoring, tracing, tracking, satellite surviellence, and the targeting of facilities with precision guided munitions. You can hide and harden remote facilities, but the transportation networks that service them pose more difficult sorts of questions.

What if the mullahs have buried their nuclear research and development facilities beneath populous cities or sensitive cultural sites (e.g. Qom)?--were I attempting to thwart a preemptive strike, I would do precisely that to raise the political costs of any attack. Would the pentagon or our state department be willing to vaporize 10, or a 100 thousand Iranians, or a holy site that could inflame muslim passions for 10 thousand years?--yeah, well, probably not. We may have to accomodate ourselves to mullahs with nuclear weapons. This may work in our favour in the long run. Were we faced with a genuine Islamic threat--as opposed to terror strikes and suicide attacks--perhaps we could finally develop the political will to fight it.

We drag this out at our own peril. Iran, is NOT going to stop thier goals of possessing a nuclear weapon, and if Russia wants to give them enriched uranium im sure they will take it.

Yes, agreements with Russia don't mean anything by themselves. The real issue will arise later, and that issue is whether the Iranians will allow inspections of their nuclear facilities anywhere at any time. I expect them to refuse to allow such inspections, after which this confrontation will escalate further later this year.

NO joke folks. Cnn allpolitics reported that Gore, while serving on the gore chernomyrdin commision may have approved russias sell of arms to Iran. I dont know the exact study, because cnn gave it about a ten second spot. If CNN says something bad about gore it must be true.
