Even catching bin Ladin the day after 9/11 would not give some of the real wackos "fear" - long-term democracy in the region is probably what those kind fear the most - for what that's worth, I think GWB is trying to get us there.
The whole point of Shari'a law is to provide a structure and a rule for every little thing in life, even the government/religious leaders.
The idea of people doing their own thing and choosing what they want to do is anathema for Shari'a law. Any choice outside of Shari'a is evil.
