The whole point of Shari'a law is to provide a structure and a rule for every little thing in life, even the government/religious leaders.
The idea of people doing their own thing and choosing what they want to do is anathema for Shari'a law. Any choice outside of Shari'a is evil.
Democracy and Islam do not necessarily HAVE to live together ; )
