You don't save a letter unless you want to whip it out at the right time as some kind of "evidence". You can put yourself "on the record" at any of the Classified Intelligence Hearings at which he was present.

Something interesting about the letter which is handwritten...In the last paragraph, the "I" as in: I am keeping a copy of this letter....is different from all others. Kinda like someone was standing over his shoulder and told him to write the last paragraph. And why would he write it to Cheney?? And how do we know it got to Cheney?

Makes me think of Vince Foster.
