Just so everybody understands, H.R. 2360 is the Department of Homeland Security Appropriations Act, 2006 not The Department of Homeland Security Hire 1000 Border Guards Act, 2006.
I believe 1 of the key reasons the bill was voted against was the recognition in the bill that a formula given greater funding to areas of the country that would be the most likely targets of terrorists (urban) and less funding to unlikely targets (rural) as proposed in
Title III: Preparedness and Recovery - Makes appropriations for: (1) the Office of State and Local Government Coordination and Preparedness, including for grants to State and local governments for terrorism prevention activities (sets forth allocations for formula-based grants, law enforcement terrorism prevention grants, discretionary grants for use in high-threat, high density urban areas and for port security, trucking industry security, and transit security, and buffer zone protection grants), firefighter assistance grants, and emergency management performance grants;
