I think it refers to his position on de-criminalizing marijuana:
"PROPOSITION 36
-- What it would do: Proposition 36 will change state law so that most adult offenders who use or possess illegal drugs would receive drug treatment instead of jail time. State funds would be used to operate the drug treatment programs. Excluded from the program would be violent offenders and those who have failed treatment two or more times.

Financier George Soros, Peter Lewis, CEO of the Progressive Corp. and John Sperling, CEO of the Apollo Group, have contributed their own money for the ``Yes'' side, raising nearly 10 times as much as the ``No'' side, which received contributions from developer A.G. Spanos and the California Narcotic Officers Association PAC."

Yes, Soros is in the forefront of drug legalization, I believe he has been involved in most every major legislative action towards that end, the fact that his operation is on a drug infested island leaves him open for all types of speculation, and given his proselytizing for drugs this type of vituperation is deserved.

Yes, that is the first thought that occurred to me. Advocates for drug legalization could make hidden contributions (investments?) to Soros and his various political committees and never be detected.
