Oil Prices soar Plant Explosion in Texas

A large explosion occurred at the BP Refinery in Texas City. Only a few miles from Jarbo Bayou. (Kemah, Clear Lake Shores and League City). BP Refinery produces 3% of all the nations Gasoline. The price of fuel soared over night due to the blast in the plant that was in turn around mode. All 14 deaths were those contract workers from J. E. Marrett Engineering Co. of Los Angeles, CA who were working the turnaround. UTMB in Galveston is requesting blood donors. Those who are eligible to donate blood, can do so between 8:30am - 4:30pm Monday - Friday The Texas Legislature in session in Austin, stopped shortly after the blast to observe a moment of silence for those injured killed.

What happened I would like to know?
The same happened at a Phillips refinery some years ago and it was due to a failure of contract personal to follow procedures.
Al Quaida maintained that refineries were targets.

My prayers are with the families and friends of the injured and dead. I hope that if any good could come out of this, these large producers will take some of their massive profits and build some new state of the art refineries. On March 31st, 2004 an explosion occurred at this same plant at the same area, octane ultraformer. I wince every time I hear about how the supply can't meet demand but companies like Exxon/Mobile sit on $25 billion in extra cash and won't build a couple new refineries that would help alleviate pressures off these overloaded refineries. It seems as though these companies would rather just right-off the dead and keep supply less than demand.

Exxon/Mobil does have a pile of cash for expansion and the eventual oil market crash. The lack of new refineries is NOT due to their intransigence in building more. It is due solely to the difficulty in receiving approval from local, state and the feds to start construction, complete construction and operate the plants profitably.
That's why we ship natural gas to Mexico, so they can generate our electricity. That's why other countries ship us gasoline, because we can't make more.
Be sure and put the blame where it belongs.

2. If a refinery is down we will use less oil and prices should go down.

Why should oil prices soar because a refinery blew up? Gasoline prices going up in the states supplied by this refinery makes sense, but this does not disrupt the flow of oil. Someone give me my economics lesson if I am missing something here.
