It is the Executive branch's job to enforce. The legislature can only pass things, the judicial branch can only render judgments, it is the executive that makes sure it happens.

Yes, by subpoenaing(sp?) Terri Schiavo. By doing that statutory protections were put into place that Judge Greer simply brushed aside. If President Bush wanted to he could enforce those statutory protections by taking Terri into protective custody.
