UN Secretary-General Kofi Annan fully endorses the High-level Panel on Threats, Challenges and Changes "call for a definition of terrorism," according to his report: In Larger Freedom: Towards Development, Security and Human Rights For All, released yesterday.
The 63-page report submitted to all 191 UN Member States is described as an, implementation of and follow-up to the outcomes of the major United Nations conferences and UN summits, and is part of Annans attempt to reform and enhance the role of the embattled United Nations. Expanding the UN Security Council, preventing catastrophic terrorism, ensuring environmental sustainability, freeing people from fear, and human rights, are among Annans litany of recommendations.
Drawing upon his "eight years" experience as Secretary-General, his "own conscience and convictions," and his "understanding" of the UN Charter "whose principles, and purposes it is his duty to promote," Annan determined, "It is time to set aside debates on so-called 'State terrorism,'" adding that the definition of terrorism "cannot include the right to deliberately kill or maim civilians."
Although 12 UN conventions on terrorism already exist, Annan believes his latest "proposal has clear moral force." The Secretary-General "strongly urges world leaders to unite behind it and to conclude a comprehensive convention on terrorism before the end of the sixtieth session of the General Assembly."
In Annans five-pillar strategy to combat terrorism, the Secretary-General writes: "It must aim at dissuading people from resorting to terrorism or supporting it; it must deny terrorists access to funds and materials; it must deter States from sponsoring terrorism; it must develop State capacity to defeat terrorism; and it must defend human rights." . . . .

Funny, I never thought Annan had either of those....at least I've never seen any evidence of them. This fool puts Libya and Syria onto a human rights council, and condemns the US for defending itself, and then has the colossal gall to say he has a "conscience and convictions"???? Kofi Annan is a swaggering, overbearing, tin-plated dictator with delusions of godhood (a little Korax paraphrase, for those of you in Rio Linda)! He's an unprincipled slime who would impose his warped vision of global UN-totalitarianism on all of us....and for him to define terrorism is basically the criminal defining the crime!
I think the UN should move its offices and operations to Tehran.
Annan reminds me of a used car salesman trying to explain why the lemon he sold broke down and how he intends to prevent it from happening again.
Definition of a Terrorist? "A person, group or entity that is self described, takes action or associates itself with the intent of violent, or otherwise, anihilation of a group or race of hunmans for political, racial, religious or economic reasons."
