Paper ballots, OCR counting of votes. The voter ID card mailed from the SS office that is swiped and encoded information is printed on ballot. Image of scanned ballot is kept for 90 days.
Paper ballot is mailed back to address associated with voting card. Undeliverable ballots are investigated for voter fraud and deducted from final counts.
You can vote any where you please in your district, but only once.

Over the past 4 years, democrats have unwittingly brought the need for far-reaching election reform into public awareness, which is just what I want. Meaningful reforms will make it extremely difficult for the democrats to keep stealing enough votes to make any difference in outcomes.

Only problem with this is that it provides a receipt for paid off votes. The Democrats would not be able to just hand out cigarettes and crack and hope the bribee voted the right way, they would be able to require that the bribee bring back the receipt to show that they "voted correctly" before payment.
