Get a lawyer, beat the charges in court and then sue the cop and the "Women's center" aka abortion mill and the city for about $5 million for attempting to deny a citizen of their First Amendment rights.

If you really want to stop this renegade cop, file a federal civil rights lawsuit against him and the others listed in the post alleging violation of First Amendment rights to free speech, assembly and free practice of religion. The suit should ask for at least 8 figures. The City of Richmond will stop his activities as described.
I do have a question though. What is this officer doing in the abortion clinic? Why is the City of Richmond apparently assigning a police officer to a private business rather than making the business provide its own security detail like Wal-Mart or any other legitimate business would do? If this officer is moonlighting, he has no authority to write official summons/tickets. If he is moonlighting in uniform, he is abusing his authority and should be summarily fired.
