Not so. That the NIS report existed and was summarized accurately by Lewy, a historian of excellent reputation, is not in serious dispute. The fact that the report has since vanished from its folder at the National Archives doesn't allow the opposition to legitimately claim it never existed.
Not true. Several people have disputed Lewy's claim, and with good cause.
Only Lewy - no one else - has claimed to have seen the NIS report - maybe. He can't even remember if he saw it himself or just heard a summary of it somewhere from someone. Who summarized it for him? Where? When?

Even the Naval Investigative Service doesn't claim the report got made. They've never heard of it.
Where are the NIS investigators who did the debunking? How could a report so damaging to the WSI witnesses just fade away, especially since Nixon desperately wanted such a debunking?
The skeptics don't have to claim the NIS report never existed. They just have to ask to see the original documents, to depose the investigators, etc. Where are they?
The burden of proof lies with Lewy and those who support his claim.
