The DU avatars are sort of like the signature tag-lines we have over here, just a way to personalize things a bit. The picture is of President Bush, and is supposed to represent him being two-faced. They have indeed noticed it over there, and have talked about it quite a bit. I believe they have been hacked by one of their own.
