Whoa, this stuff was not according to plan. It's as if FDR's troops had carpet bombed a target that wasn't on the list, but some flyboys thought, contrary to orders, it would just be nice to hit.
This is as big a deal as saying "excuse me" to someone you accidentally bump into on the street. It doesn't take away from your stature.

Okay, I'm with you, but isn't the investigation and prosecution of the offenders taking accountability?
As Sec Def, he's atop the entire military spread across the globe. No leader can guarantee the behavior of every man and woman of such a force 24/7. He can respond appropriately when individuals or small groups get out of line (or in this case way out of line.) This is an ugly incident in a large war.
I hold him accountable for what he does after he knows about it. If he ordered the actions it's another story but until I hear different, I don't think the captain should go dowen with the ship in this case because "the ship" is not sinking.
Again, my difficulty with the apology is that it now has nothing to do with contrition or regret, but everything to do with politics. In that vein I say it is not called for.

Bring charges against those responsible for the abuse, but don't apologize for something you did not have direct control over. I heard somewhere there used to be a prescribed reply for situations like this... "NO EXCUSES, SIR"

This has been a major embarrassment. We are above this. The voters will not judge the acts against this administration IF it is clear that the administration is the one who MOST wants to see this corrected.

Let me suggest that you get control of your emotions, and wait a bit before starting yet another thread for wailing and gnashing of teeth.
And let us be crystal clear about one thing: The prison guards are guilty of a hell of a lot more than "prisoner abuse."
The actions of these prison guards has made our position in Iraq incomparably worse than it was. Worse, attacks will increase, and American soldiers will in all likelihood die as a direct result of this abuse.
The guilty parties deserve to be punished harshly for the damage they have caused.
