Yes there is a reason.
If he were a Dem, he'd be competing primarily with Bustamonte for the sole Dem they want to put on the ballot.
This is less effective than running a Liberal on both Republican AND Democrat ballots.

OK-I'm convinced Arnold has ESP. He knew long ago Davis would be recalled and remaining in the GOP would give him an edge-come on.
