I lived in California in 1967 and yes liberal hospitals/doctors "took advantage" of the law. I am aware of several young women who "rumor had it" did just that...Of course people with money had the advantage of contacts and influence where those of less means did not...

I am very surprised that Reagan signed this bill, but I shouldn't be. Reagan was the most compassionate president we ever had. The lip biter was an amateur.
