The way I interpert this is that it's our job to be certain that this nonsense never reaches the President's desk.
That means calling your Congressmen and Senators, and very politely, but firmly and inexorably, letting them know that you have zero tolerance for this abomination.
And follow it up with letters. Polite, blunt, preferrably one page with footers & headers so it has a chance of being passed around among their staff.
And keep reminding them- up 'til election day...
