The same republican Congress and Executive branch that passed this junk into law to begin with?

I believe there are many who actually believe that, or at least pretend to so as not to have to actually confront a freightening reality.

BUT - we're moving into a new era, witness for instance the impact FR and improved communications and *good* communicators has had (Rush, Hannity, Fox News, et al).
