Cosmetic surgery is great stuff (seriously), but it’s not for children unless there is an injury, disease or genetic deformation.
Once you’re an adult, do what you want. But under age, elective plastic surgery is not much unlike parents doing gender reassignment or puberty blockers.
The body is still growing especially at 14 and doing surgery in a body that will change a lot in the next few years is nuts. A kid in most cases does not know what they want and their feelings change faster than their underwear.
This is an extreme case, and the media loves these sort of out of the ordinary cases. I hope the Mexicans don’t do what so often happens over here. Some .001% occurrence ends up causing laws be made that affect 99.99% of the people, and raise costs of course.

The medical board, the doctors license is what should be looked at. This isn’t good medicine and the outcome alone speaks for that.

Yes, for burn victims and people with facial deformities.
But for normal people, I disagree. I’m thinking of actresses in their 70’s that are just horrible to look at. Dolly Parton comes to mind, among others.
This girl was only 14, and her body is just beginning to get the adult shape and will not fully develop until about 25. (based on life long observations) Cosmetic surgery never should have been an option for her until the age of consent.
