Trump should give the foreign aid to Russia to support them in their fight against Nazis. That would be quite funny to me. Another approach, give it to Israel in their fight against Hamas. All the right people would be very angry.
Giving aid to Russia would be a plus, it is way past time to pivot to Russia as our main ally, and away from the muslims and jews. Let them stay in the Middle East, we can get all the oil we need from Russia, along with NG. Let the desert sands eat them all, and of course the Jihadists of NATO.

No. Put it where it will offset the national debt. The tariffs are helping, but all of that ‘earmarked for foreign aid’ money should be going to America FIRST right now. Our economy is or should be our main priority right now. Because, if the US economy is tanked, the rest of the world will suffer as a result of America’s economic collapse. Think of it as instructions for emergency oxygen on a plane. Parent first, always.

Respectfully to the judge, he doesn't seem sure about the legality of Trump's decision.
On the other hand, Justice Joseph Story emphatically clarified that peacetime foreign aid is unconstitutional.
