Over the last 100 years, whenever Europe has armed up, bad things happen, WW I and II come to mind.
A lot of the liberals in Europe including the UK seem hellbent on starting a war with Russia.
Someone tell these people that weapons need crews. Are they going to reinstitute conscription?

Borrowing is an ancient way through to finance military spending. Hitler did exactly this during the pre-WW2 buildup.
But to restore German/Euro military power in the present circumstances, it makes sense.
Also a rebuild of military manufacturing capacity is a social good in itself.
