This is the UK Daily Mail - I wish I had a nickel for everything about the US they get completely wrong. They intentionally slant any known or unknown facts to show the US as a barbarous and corrupt nation.

Here, the most likely event was that the fellow asked if he could/should move the vehicle and the police anticipating an EMT van needing access, asked him to pull it out of the driveway.
