Police investigation underway after children left behind following arrest at traffic stop in Hazelwood

HAZELWOOD, Mo. (KMOV) - Hazelwood Police Chief James Hudanick says an internal investigation is underway after a traffic stop Wednesday night.

It happened around 11:30 pm near Lindberg and McDonnell. Joseph Hibler was pulled over for an expired license plate on his way home from a funeral.

Hibler says the officer told him he had an open warrant. The warrant stemmed from a citation from 2018 over no vehicle insurance. He described what was going through his mind when the officer told him to get out of the car and handcuff him.

“My children are in the car. There’s no way they’re going to take me away from my children,” Hibler said

A bystander captured the traffic stop on camera. Hibler is heard saying it “isn’t even serious” as police hold him against the squad car and moments later tase him.

Meanwhile, the four kids, ages 14, 13, 11 and one year old, sit in the car. The video shows police drive Hibler away and then check on the kids, asking if any of them have a driver’s license. But then officers leave the scene. Video from the bystander shows the car on the side of the road with the children inside.

“What the hell? Who would leave minors in the car by themselves late at night,” is the question JaCee Robertson can’t stop asking.

She was still at her father’s funeral when she got the text from her fiancé that he had been pulled over. She finally reached her children who were hysterical. She drove the route home and found them.

“We see them on the side of the road, with the door open, the headlights on, the car still running,” said Robertson.

Hazelwood Police Chief Hudanick says it is their policy that minors should not be left unattended. The internal investigation will look into use of force from this incident as well as the policy surrounding passengers in the car. First Alert Four is working to learn the status of the offices and additional details of the investigation.

Hibler was released Thursday morning and no charges have been filed surrounding the traffic stop at this time.

They will haul you to jail and leave your wallet, Id, and anything else they pulled out of your pockets or the car on their hood to just blow away and be lost. Once they have decided you are guilty they don’t care about your personal items at all. Apparently not even your children.

“I am reminded of the story from a few years ago of a locality in CT that would not accept someone as a police officer if they scored too high on an exam. They didn’t want “thinkers” on the police force. They wanted people who would enforce the rules no matter, without pausing to think about it.”

I think the IQ cap is real. In the last 15 years I have come to this conclusion as most likely true. I have interacted with many that I would be afraid to let drive my car let alone enforce the law. I wouldn’t hire them...

“I’m not excusing the police. I’ve never been around anyone that spends all night at a funeral.”

Difference is between the funeral services and a reception/wake party after the funeral. But the wake party is also considered part of the funeral. Wakes used to be held before the services, now days they are held after the services and it is usually just a party with all the family and friends including kids to eat, drink, and be merry in remembrance of the loved one. And yes, the parties can last all night sometimes.

Just like the wedding reception that follows a wedding.

“A funeral is not at 11:30 at night”

Yes they are, they can last all night. You have never been to a funeral reception/wake party after the formal services with all the friends and family including the kids eating, drinking, and being merry? The reception is also part of the “funeral”. That is why it is called a “Funeral Reception”.

“I am coming from a funeral” for the quick answer to “where you coming from”. Same situation with a wedding. Why should one have to explain the “technical” difference between wedding or wedding reception to an officer when he asks where you are coming from? Is it going to make any difference with his procedure?

Just as a “wedding” includes the reception, so does a “funeral” include the reception. Amazing how many in this thread have not made this obvious logical connection.

Yes, one of the previous posters explained that to me as really a point of semantics. I’m around people who differentiate between wakes, funerals (this is mostly a religious ceremony) and rememberances (not usually with a preacher but can be). Receptions are dinners.
Some of these things require a lot of planning, some not so much. That may be why the segments of the event are differentiated in the first place.

I’m getting the impression that calling the whole thing a funeral is a kind of BYOB event. I’ve got nothing against that and can see the upside to it.

I am an Irish Catholic New Yorker from a firefighting family.

You bust in on a discussion without looking at the thread. I’ve explained it. You’re annoying

I have been to more 3 day funerals than all the people on this thread if you took a moment to inform yourself before jumping on it

As I have explained there are rules in life that even funeral drinking do not supersede Anyone with sense knows tgis

Any kid that has ever had to endure ji parents keeping him and the siblings he has to watch past their bedtime know this

Four siblings ages 1 to 14 have no business up until 1130

So get off my case and if you argue that point go ask a respectable mother with a grown up brood of successful adult children by normal standards and get away from me.

“I’m getting the impression that calling the whole thing a funeral is a kind of BYOB event. I’ve got nothing against that and can see the upside to it.”

They are a package deal. When you tell someone you are going to a “funeral” there is no need to be detailed and technical correct and say “Funeral services and Funeral Reception.” Why? Unless they are extremely dense, logic dictates that traditionally they always come as a package deal. It would be like needing to explain to someone that a “car” includes a backseat and a front seat. Why have to explain this obvious fact?

Where you have it or how you have it has absolutely no bearing on how you label it. There are no rules that dictate how a reception should be practiced or labelled. Renting a VFW hall, the Elks club, a restaurant, at a park, or at someone’s home. They are all the same in a “Funeral” package that includes a reception and party.

In the case of this article what was easier and quicker for both parties? When asked where he was coming from should he have gotten detailed and told the officer he was coming from “funeral services then a funeral reception, there were a hundred people there, my wife and I had steak, hers was medium and mine was rare, and the kids had hotdogs, and we all had soda to drink”?

Or just “From a funeral officer”? Why would a cop or anyone actually need more than that to understand that it is a whole day event package with all the trimmings? And yes, it is not uncommon at all for them to last until the bar closes at 2:00 AM. Even at the VFW or Elk’s club.

With all respect just pointing out it does indeed happen and is common, especially with special events. Whether you like it happening or not is of course your own rightful moral opinion. But keep in mind, many school functions like evening concerts or Football and Basketball games last until 10:30-11:00 at night. And most times everyone including their children grab a bite to eat on the way home after the game and may not get home until midnight. So by what you claim there should also not be any school functions which keep them up that late?

“go sit in your tv space and wait for Yellowstone porn”

I gave you absolutely no reason to be so infantile and derogatory... I simply made a factual rebuttal point with civil discourse.

No you did not give civil discourse

Not at all

You put in your statement a reaction ascribed to me that I did not have nor express, and I’m just talking about the first sentence.

You are commenting on things you are un informed about

You have not read my statements all of them in this Thread. You are wasting my time. Which I value

If you care about this subject, which you have proven you do not, you would stop wasting my time and go talk with a respectable parent of successful adults and get their opinion on y this matter.

That it is very common to neglect children to the point of leaving them including an infant on the side of the road at midnight is all I need yo know

Take it somewhere else

Just present this news story to a good mother. You might be acquainted with one. Maybe not. No opinions Ask her to tell you what she makes of it

Take it from a funeral denizen who has tailgated at New York suburban funeral homes and brought lasagna to the kegger.

Nothing takes precedence over the welfare of the kids. If you don’t know that again you’re wasting my time

Those 4 kids want someone to explain and apologize. Mom. Not tge cops or tge idiot boyfriend- the #1 villain in most of these

Until the mother says to that 14 year old she is sorry she’s going to have trouble with him. And she can’t do it again. He’s never getting in the car with tge stupid boyfriend again. If he’s out of jail which he isn’t. Tgey had something on him.

“They are a package deal.”
Not necesarily. Some of these events can be closed or very limited.

As it continues to get more difficult to recruit quality personnel for LE this sort of thing will become more common.

No, those are the type of people they recruit.
