HAZELWOOD, Mo. (KMOV) - Hazelwood Police Chief James Hudanick says an internal investigation is underway after a traffic stop Wednesday night.
It happened around 11:30 pm near Lindberg and McDonnell. Joseph Hibler was pulled over for an expired license plate on his way home from a funeral.
Hibler says the officer told him he had an open warrant. The warrant stemmed from a citation from 2018 over no vehicle insurance. He described what was going through his mind when the officer told him to get out of the car and handcuff him.
“My children are in the car. There’s no way they’re going to take me away from my children,” Hibler said
A bystander captured the traffic stop on camera. Hibler is heard saying it “isn’t even serious” as police hold him against the squad car and moments later tase him.
Meanwhile, the four kids, ages 14, 13, 11 and one year old, sit in the car. The video shows police drive Hibler away and then check on the kids, asking if any of them have a driver’s license. But then officers leave the scene. Video from the bystander shows the car on the side of the road with the children inside.
“What the hell? Who would leave minors in the car by themselves late at night,” is the question JaCee Robertson can’t stop asking.
She was still at her father’s funeral when she got the text from her fiancé that he had been pulled over. She finally reached her children who were hysterical. She drove the route home and found them.
“We see them on the side of the road, with the door open, the headlights on, the car still running,” said Robertson.
Hazelwood Police Chief Hudanick says it is their policy that minors should not be left unattended. The internal investigation will look into use of force from this incident as well as the policy surrounding passengers in the car. First Alert Four is working to learn the status of the offices and additional details of the investigation.
Hibler was released Thursday morning and no charges have been filed surrounding the traffic stop at this time.

Cannot let traffic law violators off easy, tase them and drag them in to teach them a lesson. Children left in the car? The perp should have known better.
Remember, see a cop getting the hell beat out of him, call out to him to dial 911 when he can.

Have you ever noticed in all the police videos the cops yelling stop resisting as they beat the snot out of some dude on the ground with his hands cuffed behind his back. I guess that’s better than being locked in the back seat of a kidnapper-mobile when a train takes a sudden left turn. I think she ended up surviving. End qualified immunity and require individual boding or insurance. Bad cops are giving the 5% good ones a hard time to remain silent.
Boot lickers and police groupies are just one encounter away from attending their kids or grandkids funeral. The police are out of control unless you’re in their club (family of cops).
Sorry. The mother sent the kids out at midnight trusting the cops to handle things right. Something no one here wants to consider.

NEVER heard of a time like that for a funeral in my whole life.

The cops may have been justified in their actions UP TO THE POINT OF abandoning the kids in the car on the side of the road.
I don’t *hate* law enforcement but when they are out of line, they are out of line.

You have some source of truth that you can prove the media is lying, not that I believe they are giving us all the details?
If you want insurance, buy it. The reason for insurance is to satisfy yourself. It should cover only you and your car. The reason to have laws that mandate insurance, is a kickback to insurance companies. The reason your insurance covers the other guy, and his you is a game lawyers play. Government is simply too large. For that matter, why do you need to purchase tabs every year? Taxes.
In a country that is meant to give maximum freedom, but still prevent anarchy, the insurance racket. Forcing tabs you must pay extravagant fees for, and guaranteed health care are but control devices. They are not benefits, they are a means to an end. Huge oppressive government and control is the goal.
The rebuttal to what I say will be, “if you can’t afford insurance and tabs, take the bus”. Who controls the bus system? Big government funds them, taxes US for them, and gives away free rides. The busses, trains, shuttles are havens for the homeless, drug addicted etc, and lose money. BIG GOVT again.
The rebuttal for mandatory insurance is that people with insurance have to pay for damage that the non-insured cause. Again, that is BIG GOVT at work. They cause the problem, then provide a solution. The costs? Much higher than just leaving people to their own devices.
