Very simple to fix.
A timer on the water heater. You can even get them to shut the water off FROM the water heater to whatever if they have a gas heater.

When I came home from three weeks in the hospital and finally getting to a shower for the first time was surreal.
Finally washed my hair normally then too.
I must have stayed in for 40 minutes.

In my entire life (55), I have never taken a shower longer than probably 20 minutes - and usually about 5. LOL.

Either they live in crappy apartments with central water heating or an on demand water heater. AND they are definitely not paying for their own water bill. Especially if they are in california.
How are they going to sleep at night knowing they are contributing to their carbon footprint and destroying the galaxy.
