True. But how did this pass the Senate? What was the vote in the Senate? If it did not pass in the Senate there can be no veto. If it did pass in the Senate then it was bipartisan and the writer should have written that.

It passed in the Senate. Fetterman was unavailable, and Manchin voted for it, as well as — I think — Sinema and Kelly. It was close in the Senate, but it passed. It then went to Biden.

I found it. The Senate voted 50-46 to block the ESG rule, with two Democrats, Sens. Joe Manchin (W.Va.) and Jon Tester (Mont.), joining Republicans in opposing the Biden administration policy. I knew Manchin was one of them, but I also thought Sinema and Kelly were, as well. Turns out it was Tester.
