suggest you watch the video because that is exactly what he is running on - stumps. Looks like his legs were amputated just above the knees, but he still manages to run pretty well, at least until he got shot.

How did he “leap from his wheelchair” if he has no legs? I’m sure they had to shoot him though because any man with no legs who can “leap” from a wheelchair would have surely out run the cops and would now be at large.

I did the research for you. Carter tried to expand them. Reagan came in and reversed that and more. Did the same thing as governor.

I remember the propaganda campaign of news stories about abuse in the mental institutions. There were also law suits taking advantage of the propagandized jury pool. There were all sorts of advocates pushing the idea that there would be small community mental health facilities replacing the larger hospitals. It didn’t happen.
Reagan was at the end point. The public was convinced and he bought the lie but he wasn’t the cause.
Yes he lost his legs due to a previous police encounter. Prior to his shooting, he had stabbed someone thus the chase which led to his death. I believe the police could have handled this a different way and it was insane to just shoot and kill him. Police car could have drove up on the side walk and blocked him from stubbing any further.
Reagan got fooled in supporting a lot of crap! He got fooled into amnesty, was a ferocious abortion lover as governor of California which helped expand countrywide, closing the mental institutions, raising social security age and first time taxing social security and a host of other stuff. Let me tell you that’s why he is not my favorite president. Trump by a mile.
