It is circling several miles west of the site. I believe no aircraft could circle at the site. They would be directly in the way of the BRUSR ONE approach to runway 26 at Sky Harbor.
It may be there for nefarious purposes, maybe just training. Maybe there in case something goes down like a VBIED attack on the site they'll have persistent surveillance to back-trace where the vehicle came from.
Whatever is going on, it's, ah "interesting."
