I think I said much the same thing..somewhere upthread...

Anytime somebody claims “the (fill in the agency name) said this or that”

It is a problem, because said agency will “neither confirm nor deny” such statement.

So anyone can claim anything and NOBODY can verify it (unless it came from snowden or similar folks).
