To the excellent "Tap-Dancer." The key here is that the two stamps are TWO different stamps!

The date stamp is the final stamp when the document was release!!

But there is NO date stamp on the bigger stamp regarding Helton as the Chief Administrator. That stamp is NOT placed there from the same ink pad as the date stamp, and you have NOT answered my previous questions!!!

When and during what time was Helton the C.A. Have you yourself ever been in Africa and dealt with authority documents there, or you only do that from your armchair "keyboard"???
