How does having two citizen parents satisfy the Jus Soli requirement?

How does having two citizen parents satisfy the Jus Soli requirement?

That is one aspect of this that I am not clear on.

I recall a Senate Resolution that stated children of Military who were born overseas were NBC, then later it was changed to all citizens, again, as long as both parents were citizens.

For example, if you and your wife were on vacation out of the country and she gave birth, or what if the birth occurred on an air plane in the middle of the Atlantic, or anywhere outside of US air space.

Like I said, I'm not clear on this aspect of it.

Do you know any sources I could go to to clear it up?
