I respectfully disagree. When I moved to Phoenix in 2001 there were high-end apartments in North Scottsdale offering the same thing (2-3 free months over the summer) since so many of the people were coming for the winter and leaving when the summer blowtorch started in May.
Later, the apartments took it on the chin with all the "liar's loan" home mortgages available...I know the housing market has collapsed down there since I left a couple years back -- have the people moved to other states? From your posting, the apartment owners still sound like they want warm bodies...

This isn’t just happening in or around Scottsdale, where I own a home. It is more prevalent in Tucson, and elsewhere.
Actually all over the state. Illegals seem to have disappeared from sight. You used to see them everywhere, especially at big box stores. Now? Nothing!
