I looked up a copy of that image. At the top of the page the heading reads “Marriage Applications Births-—Deaths”. It would seem to me if there was a marriage application it would have been in the paper....

Not necessarily, if it was an Islamic wedding in Hawaii.

Additionally, any wedding that took place in Kenya under a Kadhi Court (Islamic)
would not be archived in the Hawaiian marriage certificate database.

A 1961 Islamic wedding (in Hawaii or Kenya) could even be that missing page from the 1964 Obama Divorce papers.

Ironically, there is no proof of marriage (or location of marriage or date) present in the 1980 Soetoro Divorce papers,
and AFAIK has never been discovered by investigators. The 1966 or 1967 Soetoro marriage, most likely an
Islamic marriage, took place in Indonesia:
