The Obama divorce took place in 1964 a reason for a the birth registration to be produced. That's what I was thinking, but I haven't followed the divorce sub-story enough to remember when that occurred.

That's what I was thinking, but I haven't followed the divorce sub-story enough to remember when that occurred. If (and that's a big if) the document is authentic, the divorce angle would be a good one to explore, as it is very possible that someone in Kenya plucked it from some public records, or perhaps a familiy member came across it in Obama senior's affects.
If we can get a date on Durham and Obama seniors divorce and this document was produced just before then, it would make sense.
