How soon before it happened in Dec 64 did they know? Theres a 10 month difference. Do you think they could do to official documents - when it really wasnt official yet. Quite some time. The British did not just cut their colonies loose. In this case, the Republic of Kenya was declared on December 12, 1963 when they ratified their constitution by a 63% vote.

Kenya declared independence in 1963. They were not a republic at that time.
They declared themselves a republic in december of 1964.
This means that Kenya was not a republic, when this document stamped as "republic of kenya" was made.
Feel free to inspect the original constitution of kenya in 1963, and notice that the word republic does not appear anywhere in it.
