Until that matter can be resolved to prove that the Kenyan govt did indeed use documents with Republic instead of Dominion before it officially happened, I would have to take that document as a hoax :-(
Well, so far I've found a 1964 publication with a piece by the Honourable Dr J.G. Kiano, Minister of Commerce and Industry, Republic of Kenya in a search of Google Books limited to Jan 1963 to January 1967 to "Republic of Kenya". The same dates yielded nothing for "Dominion of Kenya." In JSTOR, I found two matches for "Dominion of Kenya" for the years 1944 and 1949 and hundreds of hits for "Republic of Kenya."
In Lexis-Nexis-Academic, there were about 12 hits for "Republic of Kenya" in "major world publications" before Jan 31, 1980. There were no hits for "Dominion of Kenya" during this time period. Searching all dates, there were no hits for "Dominion of Kenya" but 997 hits for "Republic of Kenya."
