Very possible. the room would seem to be a high end office or a study/library. All of the ones I have for my family have been mailed. Obtained for id purposes etc.
All of the ones for my three kids were folded in the same way including the initial ones I ordered. I ordered a new one for my youngest daughter from San Bernardino County overnight and enclosed an overnight return and that one is flat but it looks the same as the old one except the seal is highly visible. We did not want to send the only copy we had to get her passport so I ordered two more.
